Why can I not sell diamonds to other users? (for recharge agents)

This FAQ needs manual review.

Dear user, if your cumulative diamond sales are below USD 2,000, you may only sell to members of your own agency. Once your cumulative sales exceed USD 2,000, you may sell to any user.
